The IVMF is the first interdisciplinary national institute in higher education focused on the social, economic, education and policy issues impacting veterans, service members and their families post-service. Through our focus on veteran-facing programming, research and policy, employment and employer support, and community engagement, the institute provides in-depth analysis of the challenges facing the veteran community, captures best practices and serves as a forum to facilitate new partnerships and strong relationships between the individuals and organizations committed to making a difference for veterans, service members and military families. AmericaServes Team
Jim McDonough – Managing Director at IVMF

Before joining the IVMF, he served as senior fellow for veterans affairs at the New York State Health Foundation and previously as president and CEO of Veterans Outreach Center Inc., located in Rochester, N.Y. The center is the nation’s oldest community-based non-profit for veterans, service members and military families. McDonough is also a former director of the New York State Division of Veterans’ Affairs.

McDonough was commissioned as an air defense artillery officer upon graduation from Officer Candidate School, Class 1-82, on March 11, 1982. Following graduation, he attended the Air Defense Artillery Officer Basic Course, Improved Hawk Weapons Course and the Air Defense Command and Control Course at Fort Bliss, Texas. He is a graduate of the U.S. Army’s Airborne School at Fort Benning, GA. His first assignment was as platoon leader, Battery C, 1st Battalion, 1st Air Defense Artillery Regiment, Fulda, Germany. Following a stint as brigade electronic counter-counter measures training officer, 10th Air Defense Artillery Brigade, Darmstadt, Germany, he returned to Fort Bliss, to attend the Air Defense Artillery Officer Advance Course and PATRIOT Weapons Course. Upon graduation he returned to Germany and assumed command of Battery A, 4th Battalion, 3rd Air Defense Artillery, Giessen, where he commanded for 29 months. Following command, he was selected to participate in the Army’s Advanced Civil Schooling Program at Indiana State University where he earned an M.A. in communications.

Following graduate school, he was assigned as strategic planner in the Office of the Chief of Public Affairs and then speechwriter to the Secretary of the Army, the Honorable Togo D. West, at the Pentagon in Washington, D.C. From 1995-1996 he served as battalion operations and later, executive officer, for 1st Battalion, 43rd Air Defense Artillery Regiment, Suwon, Republic of Korea. Following Korea, he reported to the Joint Staff, Operations Directorate, for three years.

McDonough was selected to command the 3rd Battalion, 43rd Air Defense Artillery Regiment, Fort Bliss, where he commanded from 1999-2001. In 2001, he was selected to attend the Army War College, Centennial Class, in Carlisle, Pa. Following the Army War College, he was assigned to the U.S. Military Academy at West Point, as professor of outreach at the Simon Center for the Professional Military Ethic.

In 2003, McDonough deployed as G3, current operations officer, 32d Army Air and Missile Defense Command, Camp Doha, Kuwait, in support of Operation Iraqi Freedom. Upon redeployment, he was assigned as Inspector General for New York State.

McDonough has received numerous awards and commendation for his service to including the Bronze Star Medal, Legion of Merit Medal (w/1OLC), Defense Meritorious Medal, Meritorious Service Medal (w/2OLC), Joint Staff Commendation Medal (w/1OLC), Army Commendation Medal (w/5OLC), Joint Service Achievement Medal, Armed Forces Expeditionary Medal, the Global War on Terrorism Expeditionary and Service Medals, the Korean Defense Service Medal, the Armed Forces Reserve Medal, the Army Service Medal and Overseas Service Ribbon (w/2OLC). During his service, he wore the Joint Chiefs of Staff Identification Badge, the Army Staff Identification Badge and Parachutist Badge.

Upon retirement from the Army following 26 years of service, McDonough became the director of the New York State Division of Veterans’ Affairs. In that role, he was responsible for addressing the needs of nearly one million veterans, service members and their families across the state of New York.

He is married to the former Barbara Schehr of Saratoga Springs, N.Y., together they have three children. McDonough is a member of Iraq and Afghanistan Veterans of America and the American Legion, Horace D. Washburn Post 533, Corinth, N.Y.

Ilario Pantano
Ilario Pantano – Senior Director at IVMF

Ilario Pantano is senior director of community service at the Institute for Veterans and Military Families (IVMF) in support of the Programs and Services portfolio. His focus is designing and leading strategic partnerships with federal, state, and community-based organizations, funders and staff to effectively plan, develop, and deliver improved supportive services for veteran families located nationwide.

Prior to joining the IVMF, Pantano was a nationally recognized State Director of Veterans Affairs for North Carolina, home to the 4th largest active military presence in America. His advocacy of veteran issues contributed to the creation of a cabinet-level Department in 2015, where he served as Assistant Secretary for Veterans Affairs. Pantano also co-founded and served as Vice-Chair of the “Governor’s Working Group on Veterans Service Members and their Families,” a groundbreaking model for inter-agency collaboration and communication (ncveteransworkinggroup.org).

Working collaboratively, Pantano’s leadership helped to grow North Carolina’s veteran portfolio by over $1.2 Billion, one of the fastest growth rates in the country. He and his team were instrumental in cutting veteran unemployment and reducing veteran homelessness via innovative new public/private partnerships to leverage existing services and enhance them with private sector funding, such as North Carolina for Military Employment (NC4ME.org). Pantano and his team created a nationally recognized Resource Guide, companion website and call center (NC4VETS.com & (844) NC4-VETS) to provide veterans a “one-stop-shop” experience. He early-adopted CRM technologies (Salesforce.com) at the state level to accelerate service delivery, accountability and customer satisfaction and he partnered with Duke University School of Medicine Evidence Based Practice Center (Duke/EPIC) to provide enhanced clinical tools and cultural competency support to veteran service providers.

A former Marine Scout Sniper, Ilario was born and raised in Hell’s Kitchen, New York, where he graduated from the Horace Mann School and enlisted in the U.S. Marine Corps in 1989. He fought in Operation Desert Storm and led a sniper team in Operation Provide Promise (relief of Ex-Yugoslavia) before graduating from NYU and trading commodities for Goldman Sachs. It was as a media entrepreneur that Pantano witnessed the attacks of 9/11 from the streets of NYC. The building where he had worked (4WTC) was destroyed. Pantano rejoined the Marines as officer and led an infantry platoon in the first fight for Falluja, Iraq (2004).

Pantano’s first book, Warlord, was published by Simon & Schuster and recounts his frontline combat experiences in two wars. His second book is on the American Revolution in the Southern Colonies and his numerous articles and profiles have appeared in American Legion Magazine, Los Angeles Times, National Journal, Soldier of Fortune Magazine, TIME Magazine, Washington Post, Washington Times, and the Wall Street Journal. He has provided military commentary on CNN, MSNBC and FoxNews. A husband and father of two boys in a family of avid Crossfitters, Pantano is a 3-gun competitor and IronMan triathlete who still volunteers as a chaplain in the county jail where he lives in Wilmington, North Carolina.

Beth KubalaSenior Director at IVMF

Beth Kubala serves as the Senior Director for Strategy and Performance for the Institute for Veterans and Military Families (IVMF) at Syracuse University. Her role is to provide program management, leadership, compliance expertise and creative effort to support strategic initiatives within the Community Engagement portfolio.

Before joining the IVMF, Kubala retired from the U.S. Army at the rank of Lieutenant Colonel following 22 years of active service. She served in numerous staff and leadership positions throughout her military service, with her last assignment as a Military Judge while stationed at Fort Drum, NY.

Kubala received her commission as a military intelligence officer from West Point. Following graduation, she served as a platoon leader, company executive officer, and battalion intelligence officer at Fort Hood, Texas. Selected for the Army’s Funded Legal Education Program, she attended law school and then transitioned into the U.S. Army Judge Advocate General’s (JAG) Corps.

As an Army lawyer, Kubala initially served as an administrative law attorney, ethics counselor, and prosecutor at Fort Hood, Texas. Later, while assigned to the Pentagon, she served as a legal advisor to the Army Inspector General, and then as a legal advisor to the Army Staff in the Office of the Judge Advocate General. From the Pentagon, she performed public affairs duties as the media spokesperson for the Military Commissions trials at Guantanamo Bay, Cuba. During an overseas tour in Germany, she served as the Executive Officer for the U.S. Army Europe’s legal office. For her final assignment in the Army, she presided over military courts-martial cases as a Military Judge at Fort Drum, New York.

Kubala is a graduate of the United States Military Academy at West Point (B.S.), the University of Missouri-Kansas City School of Law (J.D.), and the U.S. Army Judge Advocate General’s Legal Center and School (L.L.M.). She is married to Lieutenant Colonel (Ret.) Mike Kubala and they have three children.

Jennifer DeLucia
Jennifer DeLucia – Senior Director at IVMF

Dr. Jennifer DeLucia has over 10 years of non-profit experience and more than 5 years working in the veteran space addressing the psychosocial needs of servicemembers, veterans and their family members. Before joining the IVMF, Jennifer served as Director of Wellness & Supportive Services at Veterans Outreach Center (VOC), an independent community-based non-profit providing premier supportive services to veterans and service members of the U.S. Armed Forces and their families. There she developed the wellness program to incorporate the most comprehensive mental health counseling and case management services for veterans, service members and their family members in western New York.

Jennifer has also volunteered in support of several initiatives targeting improved service delivery and expansion of wellness services for veterans, service members and their family members. In 2012 Jennifer was a local trainer at Ft. Drum for Resiliency through Art: Training by the American Art Therapy Association for the United States Army Arts and Crafts Managers, an initiative designed to promote resiliency for soldiers, veterans, and family members through art making. In 2013 Jennifer represented Veterans Outreach Center at the White House and presented on the organization’s case management model and art therapy program as part of the Veterans and Military Health Conference.

In 2012 Jennifer’s work with veterans inspired the pursuit of a professional doctorate. She was motivated to conduct research in order to document and share VOC’s program outcomes with other organizations. As part of her doctorate, Jennifer led a participatory action research study with a group of 10 veteran co-researchers, examining their experiences of military to civilian transition and art therapy services. The findings were used to develop a program manual to advocate for similar services in other nonprofit organizations and the Department of Veterans Affairs. In 2015 Jennifer graduated with a Doctorate in Art Therapy from Mount Mary University.
Jennifer was the co-founder and currently serves as the President for the Western New York Chapter of the American Art Therapy Association. She maintains board certification and national registration with the Art Therapy Credential Board and holds a NYS license to practice art therapy and psychotherapy. Jennifer lives in Rochester, NY with her husband, daughter, and two dogs.

Vincent DelSignore
Vincent DelSignore – Program Manager at IVMF

DelSignore serves as a Program Manager for Community Advising and will be based in New York City. Vincent will be assigned to the NYCServes market and his experience working with veteran providers in this space will be an immediate asset to the project.

Prior to joining the IVMF, DelSignore worked as a Senior Program Officer at Single Stop, a nonprofit that provides coordinated access to services—connecting people to the resources they need to attain higher education, obtain good jobs, and achieve financial stability. Single Stop works with veterans, service members and families to make the transition back to civilian life more manageable. In his role as a Senior Program Officer, Vincent had over 6 years of experience in working with the organization’s anti-poverty programs in NYC.

He provided strategic guidance, technical assistance, and performance management to a diverse portfolio of grantee organizations. He also led and designed the implementation of Single Stop’s Veterans Initiative, which seeks to ensure that all military veterans and their families have access to the resources, support, jobs, and education they need to succeed in civilian life. To support this initiative, he managed relationships with key partners including New York City’s Department of Veterans Affairs, the New York City Mayor’s Office, and senior level executives at partner organizations and foundations. Vincent holds a B.A. in Economics from Sarah Lawrence College.

Lisa DeJonge
Lisa DeJonge – Program Manager at IVMF

DeJonge serves as a Program Manager for Community Advising and will be based in Syracuse, NY. Prior to this role, Lisa was responsible for fostering and maintaining relationships with community agencies that provide services to veterans, service members and their families, and helped build a Community of Practice (CoP) among NYS Supportive Services Veteran Families (SSVF) Programs. Lisa will be assigned the SCServes – Lowcountry market, as well as, provide support for the NCServes markets.

Prior to joining the IVMF in May 2014, she worked as a Program Manager at Veterans Outreach Center, Inc. in Rochester, NY. There, she was responsible for the daily operations of a housing program serving low income veterans, service members and families. DeJonge is a veteran of the U.S. Army. As a part of the Army Chemical Corps and a Nuclear Biological Chemical (NBC) Sergeant she served four years in various roles as a track commander, squad leader, and operations sergeant both domestically and abroad.

She holds an associate’s degree in Liberal Arts from the Finger Lakes Community College and is currently pursuing a bachelor’s degree in Business Management at the State University of New York at Brockport.

Matthew Feldhaus
Matthew Feldhaus – Program Manager at IVMF

Feldhaus serves as a Program Manager for Community Advising and will be based in Cincinnati, Ohio. Initially Matthew will be assigned the PAServes Greater Pittsburgh market- a role he welcomes as a former Pittsburgh resident.

Prior to joining the IVMF, Feldhaus spent the past two years working for Apple where he served as a Project Manager, helping to build out Apple’s new Veterans program. Matthew served in the PA National Guard from 2009-2015. He completed training at the Intelligence School in Fort Huachua, AZ, and served as a 35-M, Human Intelligence Collector. He also spent 2 years studying at the Defense Language Institute and completed the language course of Modern Standard Arabic. While in the military he received the Military Outstanding Volunteer Service Medal for over 200 volunteer hours in his local community. He has been involved in several volunteer initiatives, most recently volunteering at WordPlay, a local nonprofit helping kids with after school reading. Matthew recently moved back to his hometown of Cincinnati, Ohio. He holds a B.A. in Managerial Economics from Allegheny College.

Gilly Cantor
Gilly Cantor – Program Evaluation Manager

Gilly Cantor joined the Institute for Veterans and Military Families (IVMF) in August 2016. In her role as Program Evaluation Manager, she focuses on strengthening the evaluation and analysis of AmericaServes, as well as other IVMF initiatives and programs. She oversees ongoing reporting for all of the AmericaServes networks, guides the definition and measurement of program outcomes, and helps the team use research and evidence to improve program quality and health.

Gilly was previously a Municipal Planner at the Syracuse-Onondaga County Planning Agency. She served as primary staff to the Onondaga County Planning Board, where she coordinated the research and review of over 500 projects referred by 35 municipalities annually, in order to make recommendations on inter-municipal and countywide impacts of local land use decisions.

Before returning to Syracuse, Gilly worked for over six years at Berklee College of Music in the Office of Human Resources, where she managed the integrity of HR information system records of 1,100 faculty and staff members. She participated in systems projects for HR and shared college services, trained employees on HR systems usage, and facilitated data flow within HR and between HR and academic constituencies, administrative departments, and IT.

She holds a bachelor’s degree in the history of art & architecture and architectural studies from Brown University, as well as a master’s degree in public administration from the Maxwell School at Syracuse University. Through the MPA program, Gilly gained expertise on economic and social policy issues, learned quantitative and qualitative methods of evaluating programs, and explored early efforts to utilize social impact financing of social programs.

Mike Schindler
Mike Schindler – Program Manager of Community Engagement & Innovation

Schindler is responsible for fostering and maintaining a relationship with community agencies that provide services to veterans, service members, and military families in Washington State, particularly, with WAServes, an IVMF AmericaServe’s network.

Schindler is a U.S. Navy veteran and is a subject matter expert on leadership development, government relations, and veteran transition issues. He has over 20 years of experience in project management, coaching, and executive experience working in and with the military, startups, federal and state agencies, nonprofits, universities, and Fortune 500 companies.

Schindler is the founder and chief executive officer of Operation Military Family Cares –– a 501(c)(3) veteran service organization and technology provider that combats veteran homelessness. In this position, Schindler served as the market lead for WAServes.

Mike is a guest writer for several national publications, The Military Wire blog and is also the author of two books: “U.S. Veterans in the Workforce: Why the 7% are America’s Greatest Asset” and “Operation Military Family” – which was endorsed by retired General Tommy Franks and retired General Peter Chiarelli.

Dan BrillmanCEO of Unite US

Dan is passionate about helping others, and tackling tough issues. After graduating from Yale University, Dan entered the finance world in NYC, but knew he wanted something more. He later joined the Air Force Reserves as a pilot, and still serves today. After several combat deployments, Dan attended Columbia Business School where he met his Unite US co-founders. Dan is also a part of Scout Ventures, a venture capital firm, and enjoys all sports….only teams from Philadelphia though.

Taylor Justice – CBO of Unite US

Taylor is the Chief “Shaking Hands and Kissing Babies” Officer and is often evangelizing the need for technology and collaboration within the Veterans space. He holds academic allegiance to West Point and Columbia (MBA). Taylor enjoys the company of innovative thinkers and witty minds, has an abnormal obsession with documentaries, and loves reading the histories of successful leaders. He is a stubborn social entrepreneur who always punches above his weight class.

Dylan LeveneDirector of Client Relations

Dylan is Director of Client Relations at Unite US and also works in product development. After studying Philosophy & Classics at Colgate, she worked in the non-profit sector to end homelessness and food insecurity. Dylan is an avid learner and reader who loves surrounding herself with other passionate people. She loves craft beer and homebrewing, live music, and all forms of sci-fi.

Brian LongoAccount Manager

Brian is the Unite US point man for the southern AmericaServes Networks. He has worked with network partners in NCServes Metrolina, NCServes RDU/Fayetteville, NCServes Coastal, SCServes and United Way of South Hampton Roads. A true believer in the need for collaborative care, Brian considers himself lucky to help serve those who served.

Sam Kimler

Sam KimlerCustomer Success Manager

Sam has been a involved in the AmericaServes initiative since 2015 and has seen firsthand the immense positive impact that care coordination has on communities across the country. As an Account Manager at Unite US, Sam is responsible for implementing and managing the Unite US care coordination software in new and live AmericaServes networks. Sam enjoys working with community leaders nationwide and learning from their vast experiences working in human services. In his free time, Sam enjoys attending comedy shows around NYC and spending hours on Yelp figuring out where to get dinner.
